Nigeria says switching to foreign debt to lower costs

LAGOS (Reuters) - Nigeria will increase the amount it borrows overseas to around 40 percent of all debt over the next three to five years, from 12 percent currently, to lower its cost of funds, the head of the debt office said on Monday.

DMO Director General, Abraham Nwankwo, said he expected Nigeria's debt to GDP ratio to fall to 17 percent over the same period from 21 percent, as Africa's second-biggest economy switches into cheaper foreign debt.

Nigeria is one of several African countries seeking to ride the wave of cheap money generated by ultra-loose monetary policy in the West and Japan.

"Nigeria has developed a medium-term debt strategy ... which will improve the portfolio mix and reduce our average cost of funds," Nwankwo told Reuters in a telephone interview.

Nwankwo said foreign debt was currently 800 basis points cheaper than domestic debt, noting that a proposed $1 billion Eurobond issue was part of the strategy to move towards cheaper foreign loans.

Total domestic debt stood at 6.49 trillion naira at end-March, 2013 while foreign debt was $6 billion. "We have to look at the optimal portfolio mix, cost structure, market development and source of funding," Nwankwo said.

Fossil brain teaser: New study reveals patterns of dinosaur brain development

May 20, 2013 ? A new study conducted at the University of Bristol and published online today in the Journal of Evolutionary Biology sheds light on how the brain and inner ear developed in dinosaurs.

Stephan Lautenschlager from Bristol's School of Earth Sciences, together with Tom H?bner from the Nieders?chsische Landesmuseum in Hannover, Germany, picked the brains of 150 million year old dinosaurs.

The two palaeontologists studied different fossils of the Jurassic dinosaur Dysalotosaurus lettowvorbecki: a very young (juvenile) individual of approximately three years of age and a fully grown specimen of more than 12 years of age.

Stephan Lautenschlager, lead author of the paper, said: "The two different growth stages of Dysalotosaurus provided a unique opportunity to study their brain, and how it developed during the growth of the animal."

Using high-resolution CT scanning and 3D computer imaging, it was possible to reconstruct and visualise the brain and inner ear of Dysalotosaurus lettowvorbecki -- a small, plant-eating dinosaur, which lived 150 million years ago, in what is now Tanzania.

Co-author Tom H?bner said: "Well-preserved fossil material, which can be used to reconstruct the brain anatomy is usually rare. Thus, we were fortunate to have different growth stages available for our study."

By looking at the brain and inner ear anatomy, the two researchers found that the brain of Dysalotosaurus underwent considerable changes during growth -- most likely as a response to environmental and metabolic requirements. However, important parts responsible for the sense of hearing and cognitive processes were already well developed in the young individual.

Stephan Lautenschlager said: "Our study shows that the brain was already well-developed in the young dinosaurs and adapted perfectly to interact with their environment and other individuals."

This study has important ramifications for the understanding of how parts of the brain developed in dinosaurs. However, further research into that field is necessary to investigate if the pattern of brain development in individual dinosaurs is also reflected in a large scale trend during the more than 150 million years of dinosaur evolution.

The study was funded by a research fellowship to Stephan Lautenschlager from the German Volkswagen Foundation.

Yahoo to acquire Tumblr in $11 billion cash deal

That cat's out of the bag a day early, it seems. Yahoo's board has approved a $1.1 billion cash deal to purchase the blogging site Tumblr, according to The Wall Street Journal. We were expecting Yahoo to announce the acquisition during tomorrow's NYC media event -- CEO Marissa Mayer may instead use the last-minute gathering to detail the company's plans for integrating the popular platform. It's unclear how Yahoo intends to utilize its latest procurement, but with a 10-figure price tag now public, we can only imagine that Tumblr will be put to good use. We'll be covering tomorrow afternoon's event live, so stay tuned for more details from New York City.

Autism vaccine scare leads to measles epidemic in UK

LONDON (AP) ? More than a decade ago, British parents refused to give measles shots to at least a million children because of a vaccine scare that raised the specter of autism. Now, health officials are scrambling to catch up and stop a growing epidemic of the contagious disease.

This year, the U.K. has had more than 1,200 cases of measles, after a record number of nearly 2,000 cases last year. The country once recorded only several dozen cases every year. It now ranks second in Europe, behind only Romania.

Last month, emergency vaccination clinics were held every weekend in Wales, the epicenter of the outbreak. Immunization drives have also started elsewhere in the country, with officials aiming to reach 1 million children aged 10 to 16.

"This is the legacy of the Wakefield scare," said Dr. David Elliman, spokesman for the Royal College of Paediatrics and Child Health, referring to a paper published in 1998 by Andrew Wakefield and colleagues.

That work suggested a link between autism and the combined childhood vaccine for measles, mumps and rubella, called the MMR. Several large scientific studies failed to find any connection, the theory was rejected by at least a dozen major U.K. medical groups and the paper was eventually retracted by the journal that published it.

Still, MMR immunization rates plummeted across the U.K. as fearful parents abandoned the vaccine ? from rates over 90 percent to 54 percent.

Nearly 15 years later, the rumors about MMR are still having an impact. Now there's "this group of older children who have never been immunized who are a large pool of infections," Elliman said.

The majority of those getting sick in the U.K. ? including a significant number of older children and teens ? had never been vaccinated. Almost 20 of the more than 100 seriously ill children have been hospitalized and 15 have suffered complications including pneumonia and meningitis. One adult with measles has died, though it's unclear if it was the disease that killed him.

The first measles vaccines were introduced in the 1960s, which dramatically cut cases of the rash-causing illness. Since 2001, measles deaths have dropped by about 70 percent worldwide; Cambodia recently marked more than a year without a single case.

Globally, though, measles is still one of the leading causes of death in children under 5 and kills more than 150,000 people every year, mostly in developing countries. Measles is highly contagious and is spread by coughing, sneezing and close personal contact with infected people; symptoms include a fever, cough, and a rash on the face.

Across the U.K., about 90 percent of children under 5 are vaccinated against measles and have received the necessary two doses of the vaccine. But among children now aged 10 to 16, the vaccination rate is slightly below 50 percent in some regions.

To stop measles outbreaks, more than 95 percent of children need to be fully immunized. In some parts of the U.K., the rate is still below 80 percent.

Unlike in the United States, where most states require children to be vaccinated against measles before starting school, no such regulations exist in Britain. Parents are advised to have their children immunized, but Britain's Department of Health said it had no plans to consider introducing mandatory vaccination.

Last year, there were 55 reported cases of measles in the United States, where the measles vaccination rate is above 90 percent. So far this year, there have been 22 cases, including three that were traced to Britain. In previous years, the U.K. has sometimes exported more cases of measles to the U.S. than some countries in Africa.

Portia Ncube, a health worker at an East London clinic, said the struggle to convince parents to get the MMR shot is being helped by the measles epidemic in Wales.

"They see what's happening in Wales, so some of them are now sensible enough to come in and get their children vaccinated," she said.

Clinic patient Ellen Christensen, mother of an infant son, acknowledged she had previously had some "irrational qualms" about the MMR vaccine.

"But after reading more about it, I know now that immunization is not only good for your own child, it's good for everyone," she said.

U.S. stocks were little changed, after the Standard & Poor?s 500 Index climbed for four straight weeks to an all-time high, as investors weighed corporate acquisitions.

Yahoo! Inc. rose 0.5% after agreeing to buy blogging network Tumblr Inc. for about US$1.1-billion. Actavis Inc. rallied 3.1% as it reached a deal to acquire Warner Chilcott Plc. Websense Inc. jumped 29 after agreeing to be bought by private- equity firm Vista Equity Partners. Red Hat Inc. slipped 3.8% amid an analyst downgrade.

The S&P 500 gained less than 0.1% to 1,668.17 at 10:15 a.m. in New York. The Dow Jones Industrial Average declined 10.09 points, or 0.1%, to 15,344.31. Trading in S&P 500 stocks was 16% below the 30-day average during this time of day.

?There is still some nervousness, particularly as we go into mid-year, when there is typically seasonal signs of weakness,? Margie Patel, a senior portfolio manager at Wells Capital Management in Boston who oversees about US$1.5-billion, said in a telephone interview. ?So if we have a correction, it?d be more or less some time around now and the summer. But the point is it?s going to be mild. It?s hard to be more than mild because the fundamentals are so good.?

The S&P 500 added 2.1% last week, closing at a record, as gauges of leading economic indicators and consumer sentiment beat estimates. The U.S. bull market has entered its fifth year, adding about US$11.5-trillion in market value, according to data compiled by Bloomberg. The S&P 500 has surged 147% from a 12-year low in 2009, driven by better-than- estimated corporate earnings and three rounds of bond purchases from the Federal Reserve.

Dialing Back

Dallas Fed President Richard Fisher said in an interview on CNBC today that the odds favor dialing back purchases. He said he would have started tapering stimulus at the last Federal Open Market Committee meeting.

The most-indebted U.S. companies are rallying more than any time in almost four years compared with the rest of the stock market. S&P 500 companies with the lowest working capital, smallest earnings and highest debt ratios surged 27% this year, almost double the gains for businesses with the most cash and least borrowing, according to data compiled by Bloomberg and Goldman Sachs Group Inc.

Yahoo rose 0.5% to $26.65. The biggest U.S. Web portal is buying Tumblr as Chief Executive Officer Marissa Mayer seeks to lure users and advertisers with her priciest acquisition to date. Mayer, CEO since July, is betting that Tumblr will help transform Yahoo into a hip destination in the era of social networking as she challenges Google Inc. and Facebook Inc. in the US$17.7-billion display ad market.

Actavis Deal?

Actavis added 3.1% to US$129.40 after saying it will buy Warner Chilcott for US$8.5-billion in a stock transaction that enables the company to expand in women?s health and urology. The combined annual revenue of the companies will be about US$11-billion, according to a joint statement. Warner Chilcott, the drugmaker that unsuccessfully pursued a sale last year, increased 2.3% to US$19.65.

Websense jumped 29% to US$24.75. The Internet-security company will be acquired by Vista Equity Partners in a deal valued at about US$906-million. The company is trying to transition from its roots blocking inappropriate websites in the workplace into a provider of broader online-security services.

Pandora Media Inc. gained 1.2% to US$16.25 as Barclays raised its recommendation on the biggest Internet radio provider to equal weight, similar to hold, from underweight.

?Pandora has made significant progress in improving its ability to monetize its growing mobile usage,? Barclays analyst Anthony DiClemente wrote in a report. We ?see upside to current consensus revenue estimates,? he wrote.

Red Hat slipped 3.8% to US$52.88, ending 12 days of consecutive gains. The largest seller of Linux operating-system software was cut to market perform, an equivalent of neutral, from outperform at BMO Capital Markets by equity analyst Karl Keirstead.

Childhood ADHD linked to obesity

May 20, 2013 ? A new study conducted by researchers at the Child Study Center at NYU Langone Medical Center found men diagnosed as children with attention-deficit/hyperactivity disorder (ADHD) were twice as likely to be obese in a 33-year follow-up study compared to men who were not diagnosed with the condition.

The study appears in the May 20 online edition of Pediatrics.

"Few studies have focused on long-term outcomes for patients diagnosed with ADHD in childhood. In this study, we wanted to assess the health outcomes of children diagnosed with ADHD, focusing on obesity rates and Body Mass Index," said lead author Francisco Xavier Castellanos, MD, Brooke and Daniel Neidich Professor of Child and Adolescent Psychiatry, Child Study Center at NYU Langone. "Our results found that even when you control for other factors often associated with increased obesity rates such as socioeconomic status, men diagnosed with ADHD were at a significantly higher risk to suffer from high BMI and obesity as adults."

According to the Centers for Disease Control and Prevention, ADHD is one of the most common neurobehavioral disorders, often diagnosed in childhood and lasting into adulthood. People with ADHD typically have trouble paying attention, controlling impulsive behaviors and tend to be overly active. ADHD has an estimated worldwide prevalence of five percent, with men more likely to be diagnosed than women.

The prospective study included 207 white men diagnosed with ADHD at an average age of 8 and a comparison group of 178 men not diagnosed with childhood ADHD, who were matched for race, age, residence and social class. The average age at follow up was 41 years old. The study was designed to compare Body Mass Index (BMI) and obesity rates in grown men with and without childhood ADHD.

Results showed that, on average, men with childhood ADHD had significantly higher BMI (30.1 vs. 27.6) and obesity rates (41.1 percent vs. 21.6 percent) than men without childhood ADHD.

"The results of the study are concerning but not surprising to those who treat patients with ADHD. Lack of impulse control and poor planning skills are symptoms often associated with the condition and can lead to poor food choices and irregular eating habits," noted Dr. Castellanos. "This study emphasizes that children diagnosed with ADHD need to be monitored for long-term risk of obesity and taught healthy eating habits as they become teenagers and adults."

The research was supported by grants MH-18579 and T32 MH-067763 from the National Institute of Mental Health, grant DA-16979 from the National Institute on Drug Abuse and grant PIOF-253103 from the European Commission.

Vitor Belfort gave fans in his home country of Brazil plenty to be happy about at UFC on FX 8 on Saturday, delivering a first-round knockout of Luke Rockhold that is sure to make UFC highlight reels for years to come.

Belfort held off Rockhold's takedown attempts early, and then set up to deliver a perfect knockout kick halfway through the round. Near the fence, Belfort landed a spinning kick to Rockhold's face. It landed flush, and Rockhold fell to the ground. Belfort finished with ground and pound. The fight was stopped at 2:32 in the first round.

It's Belfort's second straight win by knockout. He knocked out Michael Bisping in January, and before that, moved up to light heavyweight and lost a title fight to Jon Jones. His record is now 23-10. He already has a loss against UFC champion Anderson Silva, but is this fight enough to ask for another title shot? He wouldn't say.

"I'm here to fight. I don't pick fights. I accept fights," Belfort said after the win.

There was plenty of bad blood between the two before the fight began. Belfort is one of the UFC fighters who has an exemption to use testosterone replacement therapy. Rockhold viewed this as sanctioned cheating, and wasn't afraid to say so. The two had to be separated during Friday's weigh-ins as Rockhold got in Belfort's face.

This was Rockhold's first fight in the UFC. He is now 11-2, with most of his wins coming in Strikeforce, where he was the middleweight champion.

Syria's Assad says he won't step down

BEIRUT (AP) ? Syrian President Bashar Assad said in a newspaper interview Saturday he won't step down and will instead "face the storm," raising new doubts about a U.S-Russian effort to get Assad and his opponents to negotiate an end to the country's civil war.

In the Syrian capital Damascus, meanwhile, a powerful explosion went off in the Ruken al-Deen neighborhood, killing three people and wounding five, Syrian state TV reported. It said the blast was caused by a car bomb and that experts are dismantling other explosives in the area.

On the diplomatic front, Syria's political opposition has said any transition talks must lead to Assad's ouster. However, the Syrian leader told the Argentine newspaper Clarin in comments published Saturday that he won't leave before elections are held in his country, and suggested he might seek another term.

Assad's comments were the first about his political future since the U.S. and Russia agreed earlier this month to try to bring the Syrian regime and the opposition to an international conference for talks aimed at finding a peaceful resolution to the conflict. Such a gathering is envisioned for next month, but no date has been set, and neither the Assad regime nor the Syrian National Coalition, the main Western-backed coalition group, has made a firm commitment to attend.

The Syrian president's remarks highlighted the difficulties the U.S. and Russia face in getting the two sides to agree on the terms of negotiations.

More than 70,000 people have been killed and several million displaced since the uprising against Assad erupted in March 2011 and escalated into a civil war.

Assad has dismissed those trying to topple him as foreign-backed terrorists. Many in the political opposition say the Syrian president and his inner circle cannot be expected to negotiate in good faith after they brutally suppressed peaceful protests.

In his comments Saturday, Assad appeared to play down the importance of any international conference, saying Syria's future will be determined by its people and dismissing any possible role the U.S. and others might play.

"We have said from the very beginning that any decision about reforms in Syria or any other political action are local decisions and it is not permissible that the U.S. or any other state interfere in them," he said.

Assad compared himself to the skipper of a ship riding Syria's turbulent seas, saying "the country is in a crisis and when a ship faces a storm, the captain does not flee."

"The first thing he does is face the storm and guide the ship back to safety," Assad was quoted as saying by the newspaper. "I am not someone who flees from my responsibilities."

An audio clip from the interview was posted on the Clarin website, with his Arabic comments dubbed into Spanish and translated into English by The Associated Press.

Amtrak boosts WiFi on select trains, more upgrades coming this summer

There are plenty of wonderful things about train travel: the leg room, the scenery, the lack of security pat-downs. The WiFi, on the other hand, has long been the slowest thing about Amtrak. The company announced today that it's finally doing something about its frustratingly sluggish service, upgrading wireless on select trains, including the Acela express between Boston and Washington DC and a few California lines like the Capitol Corridor, Pacific Surfliner and San Joaquin. Travelers to other destinations will have to wait a bit longer for quicker load times -- Amtrak has promised that the rest of its WiFi-equipped trains will be upgraded by "late summer."

In a subcommittee hearing that could play a crucial role in shaping drone policy?especially given that the technology is so new that current case law provides little guidance?legislators and legal experts gathered on Friday in Washington, D.C., to hash through the matter. They found a lot to disagree about, including whether existing U.S. laws?including the Fourth Amendment?are sufficient to protect privacy, or, assuming more laws are needed, whether the right frameworks should center on types of technologies or types of drone missions.

Congress has given the Federal Aviation Administration until 2015 to come up with rules governing domestic drone use. Fresh thinking is needed because, as Scientific American recently noted in a recent editorial.

The overriding question is the impact of drone use on privacy. Although the U.S. Supreme Court has yet to hear a case specifically involving drone use, plenty of laws already on the books as well as legal precedents can guide drone use, John Villasenor, a nonresident senior fellow at Brookings Institution, said during Friday?s House Judiciary Subcommittee on Crime, Terrorism, Homeland Security, and Investigations hearing. The Fourth Amendment, for example, protects U.S. residents against unreasonable searches and seizures and requires probable cause for a court to issue a search warrant specific to a given location. Any new laws must consider the legality of a particular drone?s mission rather than the specific technology in use, he added.

Given the speed of technological change, it?s tempting for lawmakers to create frameworks that regulate the use of certain equipment, such as infrared cameras or systems that can keep drones in the air for days at a time without needing to refuel. But doing so would miss the point, said, Gregory McNeal, associate professor at Pepperdine University School of Law. It might be more effective for Congress to craft simple surveillance legislation, not specific to drones, that addresses the duration of a surveillance operation, as opposed to the platform used to do the surveillance. As an aid toward tracking correct usage, Congress could mandate that agencies employing drones catalog and publicly reveal their operations?where, when, drone type and purpose of surveillance, for example.

The American Civil Liberties Union disagreed that existing laws can manage drone use, explaining that potential privacy incursions can?t be compared with other methods of surveillance, particularly when as insect-sized unmanned aerial vehicles (UAVs) could someday act, literally, as a fly on the wall. Although drone use has been limited by cost and capability, this is changing, Christopher Calabrese, legislative counsel at the ACLU?s Washington legislative office, testified. He suggested that any new laws be based on four guiding principles:

  1. Following the principle that the accused are innocent until proved guilty, the government should not use drones for widespread surveillance of large areas in the hope of catching some wrongdoing. Instead, drone use should be subject to a warrant targeting a particular person and/or location.
  2. Information collected via drones for one purpose should not be used for other purposes and should be destroyed after it is no longer needed.
  3. Drones should not carry weapons; a drone does not have to defend itself or to apprehend someone, nor do drone operators necessarily have the training to determine when to use force.
  4. Ongoing oversight is crucial and should include feedback from the communities in which that drone is used.

Also discussed was the intersection of drones near private property. A 1989 Supreme Court decision ruled that police may use helicopters to peer into semiprivate areas?say, the backyard of a home?without first obtaining a warrant. Does this give local law enforcement the green light to deploy a fleet of drone helicopters equipped with high-definition and infrared cameras over a particular neighborhood?

Some legislators asserted that citizens have the right to privacy against drones while on their own property. ?If you have private land, you have a reasonable expectation of privacy even from the air,? Rep. Jason Chaffetz (R?Utah) said.

Following this line of thinking, Rep. Louis Gohmert (R-Texas) asked whether any laws prohibit landowners from shooting down drones lingering over their property. Villasenor noted that the landowner would be liable for any injuries resulting from the takedown, but Rep. Frank Sensenbrenner (R?Wisc.) quickly noted that the hearing had run out of time and adjourned before any additional responses could be made to Gohmert?s question.

The debate?s hasty conclusion punctuated the message that the legalities surrounding drone use here are still very much up in the air.

Report: Yahoo nearing $1.1B acquisition of Tumblr

(AP) ? Yahoo may be on the verge of closing its biggest acquisition during the 10-month reign of CEO Marissa Mayer as she tries to attract more traffic and advertisers to the Internet company's website and mobile applications.

The Sunnyvale, Calif., company's board of directors will meet Sunday evening to consider approving a $1.1 billion acquisition of online content-sharing site Tumblr in a deal Mayer negotiated, according to the technology news site All Things D. The story posted late Friday cited anonymous sources.

If Yahoo Inc.'s board signs off, the deal could be announced Monday.

In an invitation sent Friday, Yahoo promised to unveil "something special" Monday evening in New York. The event is being held in a Times Squares lounge located about two miles from Tumblr's headquarters.

Yahoo has only said that Mayer will be on hand to unveil something related to a product. A company spokeswoman didn't immediately respond to a request for comment about the potential Tumblr acquisition.

Buying Tumblr would fulfill Mayer's goal of reaching a wider audience on smartphones and tablet computers.

Tumblr serves up a constantly changing collage of stories, photos and other digital content served up by users who are increasingly connecting to the service through its mobile applications. The service is also one of the hottest sites among teens and young adults, a demographic that Mayer, 37, thinks Yahoo needs to do a better job of reaching.

If it's completed, the Tumblr deal would be Mayer's biggest coup ? and, at the same time, the biggest risk ? since she ended her 13-year career as a key executive at Google Inc. to try to snap Yahoo out of a prolonged malaise that had demoralized employees and investors alike.

Since her arrival, Mayer has been focused on redesigning several Yahoo services and bringing in more mobile engineering talent, primarily by buying a series of small startups.

None of those previous acquisitions have required Yahoo to dip too deeply into its bank account. Late last year, Yahoo paid a total of $7 million for two startups called OnTheAir and Stamped. In the first three months of this year, Yahoo snapped up three more startups for a total of $10 million, according to the company's regulatory filings.

Tumblr, founded in 2007 by its CEO David Karp, presumably would become a pivotal part of Mayer's effort to sell more advertising.

Mayer has been winning back investors, even though the company's revenue is still lagging the overall growth of the booming Internet and mobile advertising market. Yahoo's stock price has risen 69 percent under Mayer's leadership.

Yahoo shares fell 6 cents Friday to close at $26.52.

(AP) ? Stern-looking soldiers clutching assault rifles wave down the beat-up Chevy Caprice entering this sprawling slum on the outskirts of Caracas.

Flashlights in his face, the driver steps out and places his hands on the roof while the soldiers frisk him for drugs and weapons.

He's clean, and a hand gesture from the commanding officer sends him off into the maze of ramshackle homes that is Petare, one of the most dangerous parts of Venezuela's notoriously crime-infested capital.

Since Monday, this scene is playing out day and night at dozens of military checkpoints set up here in the socialist government's latest attempt to control the oil-rich country's pandemic of violence.

Critics dismiss the "Secure Homeland" initiative as a political charade that risks degenerating into human rights abuses while having no lasting impact on crime. But to many residents, weary of being terrorized by armed gangs, seeing troops on the streets is a welcome projection of government power.

"You have to act forcefully so that people feel the force of the state," said 47-year-old Irving Garcia, an unemployed former Army reservist, who like many Caracas residents has firsthand experience of violent crime. Garcia said he was shot in the chest when he unknowingly walked into a restaurant robbery. The bullet shattered his sternum, he said, inviting a reporter to feel a piece of protruding bone through his shirt.

With some 15,000 killings a year, Venezuela's homicide rate is the fifth highest in the world, according to U.N. statistics. The murder rate doubled during the 14-year-rule of the late President Hugo Chavez as cheap access to guns and an ineffective justice system fed a culture of violence in slums like Petare, parts of which have become no-go zones for outsiders, including police.

Chavez banned gun sales, expanded a new national police force and stepped up policing and other programs in high-crime areas. Now, his hand-picked successor, Nicolas Maduro, is adding military muscle by deploying 3,000 troops on the streets. The initiative started in the Caracas area on Monday and will be expanded to the states of Zulia, Lara and Carabobo next week.

Human rights activists worry that sending soldiers trained for warfare on policing missions will only make things worse for the residents they are meant to protect.

"It's going to aggravate the situation, unfortunately, because the army isn't prepared to deal with issues of public safety," said Liliana Ortega, director of the COFAVIC human rights group. "We have various emblematic cases in which the use of the armed forces resulted in disproportional force."

She said they include the 1989 street riots known as the "Caracazo," when 300 people were killed, and a 1992 prison riot in Caracas in which 63 prisoners died.

The soldiers, who work together with the National Guard and national police force, have the power to make arrests but are supposed to hand over the detainees to civilian authorities. Any human rights abuses would be tried by civilian courts, according to the constitution.

In deeply divided Venezuela, there are also concerns over the initiative's political undertones. Maduro narrowly won an April 14 presidential election that the opposition claims he stole through fraud, voter intimidation and abuse of government powers. Some of the first military units were deployed in areas under the political control of the opposition.

Petare, for example, lies in Miranda state, which is governed by Henrique Capriles, Maduro's challenger in the presidential election. The mayor overseeing Petare also is from the opposition.

On Tuesday night, the military commander in charge of the troops in Petare, Gen. Antonio Benavides, led a motorcycle-borne unit roaring up deserted, winding streets, with a gaggle of journalists in tow. They stopped for a meeting with grass-roots Chavistas in the hilltop Bombilla neighborhood.

"How often does the mayor come here? How often does the governor come here?" Benavides asked the crowd of about 40 people. "Never," they replied, unanimously.

A Capriles poster on a staircase above the outdoor gathering indicated not everyone here supports the government.

David Smilde, a Venezuela expert at the University of Georgia, said that for Maduro, the security initiative was both "an effort to fight crime and an effort to maintain or recover support in places where it has been declining because of crime and violence, among other issues."

Though the idea of using military force against criminals resonates among Venezuelans, Smilde said, it would probably amount to little more than setting up road blocks and trying to project a presence on street corners. "But of course that just means that crime takes place a block away," he said.

Some in Petare said the success of the initiative would depend not only on the soldiers' ability to hunt down criminals and delinquents, but to win the trust of its law-abiding residents.

"What matters is how they are integrating with society, what they teach our young," said Carmen Aponte, 47.

At one checkpoint, on a potholed street where stray dogs rummaged through foul-smelling litter from a daytime food market, irritated taxi drivers complained that the stop-and-search was bad for business.

"They make it hard for us," said Jorge Torres, 50. "We can't stop anywhere we want to and people don't know where we can pick them up."

He conceded the area was safer, for now, but predicted the military presence would be short lived. The government has said the soldiers will stay in the streets for a few months until regular law enforcement units can be boosted by new recruits.

"Once they leave, everything changes," Torres said.

New Jets running back Chris Ivory was happy to get out of New Orleans, if only for the opportunity.

Thanks to the events of today, that opportunity might be even bigger.

Prior to the arrest of running back Mike Goodson on drug and gun charges, Ivory said he looked forward to the increased work the Jets could offer, after being caught in the traffic of a busy Saints backfield.

?I think it does give me a better opportunity,? Ivory said Thursday, via Jane McManus of ESPNNewYork.com. ?It was just a tough situation over there. We all had our roles. It?s just tough to fit four backs in a system.?

No one knows what the Jets are going to do about Goodson, who was signed to a three-year, $6.9 million deal prior to Ivory being acquired in a traded with the Saints. They haven?t gone beyond the obligatory ?we?re aware, take this seriously, investigate, blah blah blah? statement at the moment.

But even if Goodson stays, Ivory has a chance unlike before.

In New Orleans, where he was forced to share the ball with Pierre Thomas, Mark Ingram and Darren Sproles, Ivory never had much of a chance to shine. His carries dropped steadily until he had just 40 last year, but that won?t be the case in New York.

Ivory figured to be the more physical component to the run game (Goodson?s an outside speed runner, best-used in space), but now might get a chance to do more.

He only caught three passes in three seasons with the Saints, but when your options include Marques Colston, Jimmy Graham and Sproles, why would you throw it to Ivory?

?People say I can?t catch,? Ivory said. ?But how many times have these people seen me receive a pass out the backfield??

Thanks to some apparent poor decision-making by a teammate, he might get to do more than he imagined.
